Pels has been active as an environmental partner for Troutman Pepper Locke since 2009. First hired at the international law firm as a partner in 1990, then known as Locke Lord, LLP, he currently counsels clients to resolve challenges they face in complying with environmental laws and rules and develops approaches that are efficient and mitigate risk, and works with C-suite executives on board-level type issues, including environmental investigations. Mr. Pels, whose expertise lies in manufacturing, chemical, and waste management energy concerns—as well as general environmental compliance—has consistently led teams working on cutting-edge matters of environmental law. Standing among his proudest accomplishments in his career was resolving the well-known Cooper v. Aviall litigation and successfully arguing Clean Air Act issues before the Fifth Circuit in the BCAA Appeal Group vs. U.S. Environmental Protection Agency litigation involving the Texas State Implementation Plan.
